Will you believe how easy this is? I couldn't! Simply paint your nails a dark blue color of your choice. Cover them with a matte top coat. Then, add decent blobs of shiny top coat, making sure that they are properly domed to give a 3D effect. They take a while to dry but they look great and it really looks like your nails have been splashed with water!
